Yes, that is most likely the problem.  You can do it easily:

Keep the lesstif libs in place but remove the lesstif-devel package
(whatever has the include files in it, or *.h files).  Install the
openmotif libs and the openmotif-devel package.  Reconfigure and
recompile Xastir.
