[Xastir] Weather Alert Counties Crash

Actually it looks like it at zoom level 65537 where the alerts stop
showing.  They show at 65535.  This is starting to sound like it is
in the exact area that you're having a problem.  That zoom level is
determined by the dbfawk file.
