It's not necessarily how big they are or how simple it is; sometimes
it's a matter of who owns them and how legal it is for someone else to
redistribute them.
Some downloads are legal for an individual, but not legal for someone
to copy and give away to others. Someone said they're checking on this
for the APRSdos maps.
However silly, the setup tool that's being discussed is intended to
make it easy for an individual user to download the data directly,
within the licensing restrictions of the original data, where it would
_not_ be legal to bundle this data with xastir and redistribute it.
Many downloads that are free for you stipulate that you cannot make it
available for someone else to download; you can only use it yourself.
