[Xastir] network cygwin install

We were trying to install cygwin/xastir from http://www.lintronix.com/winxastir
today at the local NWS office.  Looks like image magick isn't installing, or is
broken.  Has anyone tried this installation since it got an updated version of
xastir?  Seems like it worked 2 months ago last time I did an install.

ALso, the machine they have is a 686 something with 700megs of ram running ....
yep.... win98.  Anyone had any issues with win98 and cygwin?
