[Xastir] SDTS to shapefile conversion?

Yes, one would have to do the projection and datum shift when using
shapefile conversions of sdts data. ogr2ogr can do it in one step, so
this isn't a problem.

If one wants to use Xastir/OGR to read shapefiles then one would need a .prj
for the shapefiles. ogr2ogr creates one. But Jason wants to use the regular
shapelib code so he has access to dbfawk to customize presentation, and
therefore must do a conversion to WGS84 geographic.
