[Xastir] why isn't GNIS in maps directory?

Takes away flexibility.  Some users might not like the name GNIS at
the root level of their map directory.  They're free to change the
name or create the symlink somewhere else in the hierarchy.  I'd
rather not force my idea of how it should be on everybody.
