I'd suggest creating a UDP -> TCP gateway using Perl or Java.  I'd
think you should be able to do that relatively easily, then have the
802.11b/h talk to the UDP port.  The packet would then get sent to a
connected TCP port that is hooked into an internet feed or into port
2023 of Xastir.

It wouldn't take very many lines of code to do something like this
near as I can tell.  You might even be able to use some standard
tools to do it, like netcat or similar.  Perhaps someone else can
elaborate on possible solutions in that direction.
