[Xastir] Shapelib & Cygwin

Hi,

I see you are running Fedora 3...try ./sbin/ldconfig

the /sbin path is not necessarily loaded by default, and that's where
ldconfig is found on my system. Typing the path explicitly may fix the
problem. Likewise with /sbin/ldconfig -v
