It is certainly possible that Xastir doesn't handle non-standard
locations for this particular library.  We've had a great deal of
trouble with this particular library before (so much that I'd be
willing to chuck it in and instant), and so specifying the path may
not work due to scriplt changes while fixing all of those problems.

Any chance you could install ImageMagick to /usr/local and then try
it?  Chances are good that this would solve your problem.
