[Xastir] Got my CD. Installed Cygwin. Now what?

The README.win32 document lays it all out very well to get you up and 
running. Then you get to figure out all the fun stuff about running Xastir.

And that also answers my query about where README.win32 went to... I lost it 
with the new look webpage for a bit.
