[Xastir] Disabling TX until GPS data valid

I have the same setup as you, and I tried to recreate your problem.
I followed these steps:
1. I shut down Xastir.
2. I created a new D700 startup script called tnc-startup.d700.nogps,
and commented out the GPS stuff at the bottom.
3. I shut off my GPS, and started up Xastir.
4. I received the normal warning, as you stated.
5. I shut off my default Interface (Serial TNC w/GPS on AUX port
/dev/ttySO).
6. Created a new Interface (Serial TNC /dev/ttyS0), that uses the new
startup script.  I set this new interface to not start automagically.
7. I started the new Interface, everything worked.

I tried restarting several times, but I cannot get it to fail.  Can you
elaborate?
