Everyone else is suggesting a way to view these locally; If I understand you
correctly, you want to broadcast them via RF for others to see.

If I am correct, I can think of two options:

Option 1
Xastir uses an object.log file (in ~/.xastir/config ) You can slightly change
the format of your file and append it to your object.log file and Xastir
should take it from there; you may have to stop Xastir, edit the log file,
then re-start Xastir

Option 2
A bit more code, but have a perl script read the data file, create an object
"packet" and inject that packet into the Server port of Xastir.
If you choose this route, you may want to have a look at what I have done here:
http://mckeehan.homeip.net/amateurradio/APRS/aprstracker.htm
And steal the code to UploadSignPost and whatever else looks handy :-)

Option 1 seems easiest to me. To find the format of the object.log file,
simply create an object in Xastir - it will add an entry to this log.
