Fantastic idea.  One that was first implemented  as a bash script by kc9asi,
and later as a perl script by Jack Twilley.  Both scripts are in the 
"scripts" directory of your xastir source, and are installed in 
${PREFIX}/lib/xastir

Unfortunately, the format of GNIS files changed a while back, and only the 
perl script was updated to deal with the new form.

  /usr/local/lib/xastir/split_gnis.pl Foo.gnis

gets you Foo_{county}.gnis for all counties contained in Foo.gnis.
