[Xastir] Missing county weather alerts

It doesn't "fill" anymore, but it does do a less drastic sort of
thing with colored lines and text across the counties.

Have you updated your NOAA files recently?  They change every once
in a while and you need to update them to keep up.  See the
xastir/scripts/get-NWSdata script.
