[Xastir] shape lib problems

Hello -

First off, there has been quite a bit of discussion about the changes
with the shapelib libraries here on the list.

Second, CVS isn't guaranteed to work or even compile!  If you want a
stable release then you should be pulling down the stable releases as
they are tagged.  I believe there are instructions in the readme files
on how to do this.

Third, if you are having problems, it's probably more helpful for the
developers to know exactly what problems you have, instead of "some
garbage".

Fourth, thanks to Tom and Curt for working to get the shapelib stuff
included in the basic install!
