[Xastir] Cygwin ImageMagick might be fixed

Is there something wrong with simply using the appropriate raw
graphics libs (libpng, libgif/libungif, libjpeg)?  I don't know
exactly what the code in Xastir is doing, but the raw libs have a
pretty much stable API in themselves (libpng a little less than the
other two).
