[Xastir] Cygwin ImageMagick might be fixed

Ok.  I see that in README.win32 and README.GettingStarted we suggest
installing "bzip2".  Hopefully that's the correct package to solve
this.

If you're using any of the internet maps or any local raster images
other than geotiff, you're using ImageMagick.
