Nope, Cygwin has started releasing -devel packages just like some Linux
distributions.  So you also have to install the libbz2-devel package if you
want to compile programs against it.

Ok.  I see that in README.win32 and README.GettingStarted we suggest
installing "bzip2".  Hopefully that's the correct package to solve this.
