Can't answer that.  On my systems, osr.py does not ask for any _osr.py file.

What version of GDAL are you using?  I'm using 1.3.2 (CVS from mid August) at
home and a really old 1.2.6 at work, and neither version asks for _osr.py.
A grep of the python directory for gdal shows no references to _osr at
all.

What is the error message that Xastir_tigerpoly gives you?
