To me that means whoever wants to do it and has the facilities to do
so, do so.  It sounds like worrying about duplicating efforts is
silly.

Let's change the protocol to:  Tell the list if you're going to do
it.  In other words, don't ask, don't coordinate, just do it.  ;-)
