[Xastir] MrSid format DRG maps

The nice thing about SID format, when it came out, was that it did 80x 
compression ratios.  The downside was that it was proprietary.  They've 
come a long way, but geotiffs with that resolution still are big.

Don't know what the current issues are with us coding up a reader,but I 
recall that, in the past, they were pretty restrictive (read: 
expensive!!!) in their licensing of that technology.
