Roger Coude has RadioMobile configured to grab tiles from the Google
Maps site. You can tell RadioMobile to grab images from Google Maps at
various zoom levels. You can watch the tiles get pulled in, and merged
with the local data. The nice thing is that you can also save the
tiles to your local hard drive so that if you ask for that same area
and zoom level, RadioMobile will pull that tile from the hard drive,
and not the internet. That means I can have Google Maps satellite
images even without connectivity.

Roger doesn't pull the road maps, but I would guess that they are
produced the same way as the satellite images, in tiles. They too
could be saved to the local hard drive for use off the net.
