[Xastir] Xastir 1.9.1 on cygwin_nt-5.1

Hi all,
Has anything changed with regards Xastir on cygwin? I managed to
build Xastir on cygwin a few months ago and it built perfectly.
I tried it on a new install of XP today and got the following errors:

xastir will be installed in /usr/local/bin.
Type 'make' to build Xastir (Use 'gmake' instead on some systems).
