[Xastir] Tiger 2006 files as shapefiles

They reside now on aprs.tamu.edu for anonymous FTP.  11 GB later...
ftp://aprs.tamu.edu/pub/TIGER

I've got to reorganize them a bit over the next couple of days but 
they're there!
