I tested on OpenSuSE-10.0.  It's possible that the tweaks may need
to be revisited for other OS'es.  I did a quick check for the same
#includes in other Xastir source files and didn't see any #ifdef's
(conditional compiles) in those areas.  The new changes may be
fairly portable across OS'es.

It might be nice to get the Makefile.am pieces for the Shapefile
utils folded into our standard Xastir Makefiles someday as another
"make" target, but it's not strictly necessary.
