[Xastir] Wiki and versioning.

I sort-of track GDAL CVS on one of my machines, and it is rare (as in
every few years it might happen for a day or two) that new versions of GDAL 
break the xastir compile.  So 1.4.0 should work Just Fine.

GDAL's API is pretty stable, tons of geospatial codes rely on it.
