[Xastir] GNIS data

Doh! I finally figured out why the new xastir compile is giving me
fits about reading my maps!

It's two things: one, the new GNIS code is choking on my old GNIS
files, and two, the index map code appears to stop if it encounters a
problem.

Map indexing should continue on an error.  I'm pretty sure it does in
some cases, as I use chmod 000 to "turn off" maps I don't want to see.

should I file a bug report?
