In the latest Xastir CVS there are dbfawk files for some of the
Tiger 2008 Shapefile maps.  Did you update to the latest CVS version
of Xastir?

     Map->Enable Map Levels
     Map->Enable Map Labels
     Map->Enable Area Color Fills.
