[Xastir] New capability: 2008 Tiger Shapefile street maps

Does anyone have a suggested set of files that we should download for the best
results?

For example, are the 2000 files necessary?

My guess is that we need the following at a minimum:
- All Lines (*edges*) - this appears to be the primary file for roads
- Area Hydrography (*areawater*) - this appears to be lakes and rivers

But I'm not sure about these things.
- Area Landmark (*arealm*)
- Point Landmark (*pointlm*)
- Current Block (*tabblock*)
- Current County Subdivision (*consub*)
- Feature Names Relationship File (*featnames*)
