[Xastir] New capability: 2008 Tiger Shapefile street maps (followup)

Another directory that is good to grab are the county.zip file for each 
state.

Also, depending on your needs and display(s), I would set the dbfawk 
files to turn off some features based on zoom level let alone the screen 
being supercluttered.
