[Xastir] Heads up for Ubuntu 8.04 users of libproj

I didn't have Ubuntu 8.10 handy, but on Mepis 8.0, which is Debian
Lenny based, the problem is there:

  # cs2cs +proj=latlong +datum=NAD83 +to +proj=latlong +datum=NAD27
  106d38'17.94"W 35d15'40.14"N
  106d38'17.94"W  35d15'40.14"N -0.000

So, I expect that Debian 5.0 and most if not all of its relatives have
the same problem.  That said, I noticed a while back that Mepis 8.0
grabs Berkeley libdb version 4.6 via Synaptic, which is the same as
Ubuntu 8.04.  Meanwhile Ubuntu 8.10 grabs version 4.7, so perhaps it
has a newer proj version in its repositories as well.
