[Xastir] Heads up for Ubuntu 8.04 users of libproj

Sigh.  That probably means that a bug report should be filed.  Fixing this
is trivial for the package maintainer --- it involves downloading one extra
tar file and unpacking it inside the source tree.

Where does one do that for Ubuntu/Debian packages?
