[Xastir] WMSradar went black?!

I woke up this morning to a clear sunny day, and an xastir display that
was totally black, or something close to black.
Deselecting WMSRadar.geo allowed the underlying tigermap.geo to show
thru.
I remember an issue in the past where the 'background' level had
changed, and what was appearing as black was no longer true black.
So I went to look at WMSradar.geo to see what value I had in there for
TRANSPARENT, and realized that I had recently switched from the 'packaged'
version of xastir to the CVS version on this machine, so I had versions of
WMSradar.geo in both /usr/share/xastir... and /usr/local/share/...
The version in /usr/local/share/... had only one TRANSPARENT value,
0x010101, while the version in /usr/share/... had three values, with true
black 0x000000 and true white 0xffffff in addition to the almost-black.
I corrected the version in /usr/local/share/... and re-enabled
WMSRadar.geo, and could still see my tigermap. So far, so good.
I then zoomed out several times until I was looking at the entire
eastern US, and am not seeing any storm activity whatsoever. I can't
quite believe that we're experiencing quite that widespread a case of
Severe Clear, so is the WMSRadar service just down at the moment?
