You can set these to any value you like.  But the "Zoom Level" options in the
pop-up menu are all powers of two, so the most readily accessible zoom
levels  are those.  You can, however, zoom in and out with the mouse and
wind up at any zoom level possible, and may also set the zoom level to any
value using the "Custom Zoom Level" dialog.  So really, display_level and
label_levl can be anything you like.
