[Xastir] Problems with lighting up Counties, NWS files

It does.  Made only that change on the laptop and connected to a
full Firenet feed.  I'm getting on zone lit up in your state for
severe storms.

I'm also seeing a bunch of alerts for states I don't recognize, and
neither does Xastir.  Data sent to Pete to check out 'cuz it ain't
our problem.
