I installed Mandriva 2009.1 in a virtual machine a while back, and the
package manager found libmagick-devel in one of the repositories and
installed it without issues.  Do you have the main, main-updates,
contrib, contrib-updates, non-free and non-free updates repositories
all selected in the package manager?
