[Xastir] soundmodem and soundmodemconfig diagnostics

This appears to be a soundmodem/interface compatibility problem, not
an Xastir-specific issue.  Perhaps bring it up to the soundmodem
author -and- the interface manufacturer to see if a solution is
available?
