[Xastir] No DBFAWK signature for Counties

Nobody has created a dbfawk for the "hz" files. These are "High Seas Zones"
and may not even be used for NWS alerts that come over APRS-IS.

You're zoomed out so far that Xastir has had an issue doing a conversion
straddling 180 degrees longitude. It's a warning, ignore it.

Your "w" county file is apparently a version that is in between the versions
we used to generate the older "nwsw_ddmmyy.dbfawk" and current
"nwsw_ddmmyy_09.dbfawk" files, and has an incompatible signature. The newset
versions on the NWS web site are w_07my09 and w_15jl09. Try downloading a new
set and this should go away.
The rest of your lines are duplicates of those above, and have the same
cause.
