[Xastir] limiting inbound internet traffic to RF based on call sign

This is more a feature of the APRS-IS than Xasitr, but it should
accomplish what you're after:

Notice the b/callsign filter for "budlist".

Set up an Internet interface with a budlist filter for the calls you
want, then specify your desired IGATE rules for that interface.
