Yes.  You could write your own Perl scripts to inject them directly
into the APRS-IS (I do that a lot for Firenet.us), or you could use
the xastir_udp_client to inject packets into Xastir's server port.
There are some additional considerations if you want those to be
sent on to the APRS-IS.

No.  The best you can do is screenshots and then display them in
Apache2.

Yes.  If you want to use the same TNC for everything, set it up in
KISS mode, set up AX.25 kernel networking on Linux (See our HOWTO
section on our Xastir wiki), then run Xastir and Digi_NED off the
same port.
