[Xastir] Sending messages commandline

This is what I have found. Its too inconsistant. Without changing anything in the line. one minute it works and the next it fails.

I'm experimenting with sending messages from the command line on my linux box. 
Its not working. The first question is should it ? The second part is can this be done this way if not then how ?  

/usr/bin/xastir_udp_client 192.168.1.50 2023 K4MQF 13191 -to_rf "K4MQF-9>K4MQF-3:K4MQF    :?info"
