[Xastir] Sending messages commandline

I hate talking with CIA agents. A name and/or callsign would be a nice 
touch :-)

There was an xastir release a while back where the udp port would cease 
to function. Stop the port and restart it and it would again work for a 
while. Is it possible you have "that" version in service. It may have 
been back around 1.8.3 but I don't recall precisely.
