[Xastir] New Xastir binary package for Ubuntu

Thank You Gerry.

Program is http://www.canton.edu/csoet/alt_energy/ and at 52 I am the
old fart in the program. Even the instructors are all younger than me,
and at times I am teaching them from my almost 25 years in the industry.

I may need access to some of your weather data on your servers at some
point.  I'll contact you direct from my school account if the need arises.
