[Xastir] soundmodem update

I took a shot at it, (I had simply installed an iso image of
Ubuntu10.04 (Lynx), which seems to have the kitchen sink.)

I found:

the binary link is a the bottom of the page.  There was only one
dependancy on my system: libhamlib2 1.2-11 (get this first)

The .deb is here:

This did fix the diagnostics hangs.

I also got the lastest Xastir binary, all went without a hitch.
