[Xastir] dbinfo on Ubuntu 9.10

Check that you have PCRE plus the PCRE development headers installed
before running configure.

Also check the install area on the xastir.org wiki for
Ubuntu-specific stuff.  I don't run Ubuntu so can't help with
specifics for that OS.
