[Xastir] kml issue - bug report

Found a small issue with the kml file support playing around importing
them into google earth.

Someone in the area has a station ID with an ampersand in it  FOO&1 as
an example.

Google earth doesn't like the ampersand one bit and fails to load the file.

Maybe mask ampersands in the kml file generation?  Global regex to
'clean' invalid characters maybe?

Unsure if the google DTD talks about this or not, hadn't gone to look,
but google earth certainly doesn't like it.
