[Xastir] Updating to 1.9.6

Yes, I've run selfupdate for fink, put you know what.... pcre is already installed on Mac OS anyway. In short, everything that should be there is there. v1.9.5 runs fine, it just won't update to 1.9.6 so maybe I just wait it out until v1.9.7 or better yet.... v2.0 comes out.
