[Xastir] 1.9.8 & 1.9.9

I just built a new laptop with Ubuntu 9 . I made sure xastir wasn't on it. I 
installed AX25 and then setup CVS and pulled down the latest version. 

After the CVS was done I preformed the following

./bootstrap.sh
./configure
Make  clean    << It fails right here  Unknown Make or make
Make install    << Never gets here. 


What have a missed ?   This is a fresh clean install of Linux and Xastir
