I was going to suggest the Finnish/Fabulous APRS Parser (FAP)

http://search.cpan.org/~hessu/Ham-APRS-FAP-1.12/FAP.pm

...but the make_position() function doesn't seem to support creating a 
compressed packet.  It might be a good place to start looking though.
