[Xastir] Open Street Maps and Weather Overlay not working (fwd)

Nope.  Flip 'em.

You've got a lot more numbers to work with.  I'd set OSM to layer 0
and radar to layer 1000 or 10,000.  That way you have a lot of
layers in-between to put vector maps on top of the OSM maps if you
like.

There are also negative numbers.  Xastir draws from the most
negative to the most positive.  In your case it's drawing the radar
image and then drawing OSM right over it.
